This is Sakura from Tsubasa: Reservoir Chronicle. It's a great manga - I suggest you read it. It's like a sequel to CCS, but a bit deeper and darker. Sakura and Syaoran are about 16 in it.

This lineart took me a while - I was trying to imitate how CLAMP draws Sakura in TRC. I think I succeeded, kinda. The eyes, hair and flower were touched up in PSP7.
